MINUTES of the Business Meeting The ICTM STUDY GROUP MUSIC AND MINORITIES Thursday, 4 August 2005 at Ranmoor House, University of Sheffield, Sheffield, UK The meeting, open to ICTM members attending the ICTM conference at the University of Sheffield, was chaired by Ursula Hemetek (Austria) and Svanibor Pettan (Slovenia). 1. Introduction Svanibor Pettan outlined the development of the Study Group by way of introducing the Group particularly to those who were not as yet familiar with its aims and activities. A list of current members was distributed. 2. The report on the Study Group Business Meeting in Roc, Croatia last summer was approved by common consent. 3. Report on Study Group activities Ursula Hemetek announced the publication of the proceedings of the 2002 Study Group meeting in Lublin. Naila Ceribasic reported that the next publication, the proceedings of the Roc meeting (2004) is forthcoming. It was noted that a number of papers and 6 panels organized by or participated in by Study Group members were presented at this ICTM meeting (August 3 – 10). This was testimony to the role that the Study Group plays in providing participants with a forum for intellectual stimulation during the Study Group meetings, to the productiveness of the group members, and the encouragement of Svanibor Pettan, chair of the Program Committee for this year’s ICTM conference. 4. Study Group meetings in 2006 and 2008. In the absence of the local organizer, Rosmary Statelova, Ursula Hemetek provided the following details pertaining to the 2006 meeting in Varna, Bulgaria: Dates: August 25 to September 1, 2006. Location: Hotel Horizont—Golden Sands, Varna, Bulgaria, 15 minutes walking distance from the beach. (Photographs were passed around.) There are buses from the airport to the hotel. Cost: 30 Euro/day for a single room, meals included. 20 Euros/day/person in a double room, meals included. Themes suggested by Study Group members and the local organizer: Hybridity as a musical concept (suggested by the local organizer Majority-minority relations Musical education of minority children Race, class, gender. Musica l identity under pressure Musical identity: the Roma case in Southeastern Europe. Out of the above, the following were chosen: Hybridity as a musical concept Minority-minority relations Music education of minority children Race, class, gender The Roma theme will be proposed for the next conference. Study Group meeting 2008 Zuzana Jurkova extended an invitation to hold the 2008 Study Group meeting in Prague. Held in conjunction with the big Roma festival in May, the organizer would be able to cover the cost of accommodation and meals. The invitation was accepted by common consent. 5. Elections Since the Study Group’s first election in Hiroshima in 1999, Board elections have been held every three years. A call for nominations for the three positions on the board (Chair, Vice-Chair, and Secretary) was sent out 180 days prior to the business meeting in Lublin. The only three nominations received were Ursula Hemetek (Chair), Svanibor Pettan (Vice-Chair) and Adelaida Reyes (Secretary). There being no other nominations, the three were elected by a show of hands. Thanks were extended to Anca Giurchescu who has been the Study Group’s secretary since its inception. Her support of the Study Group has been unconditional and the energy and enthusiasm with which she served were notable. Were it not for the demands mad on her by the Ethnochoreology Study Group which has grown over the years and with which she has long been associated, we would still be enjoying her presence on our Board. The next election will be held at the Prague meeting in 2008. 6. The Structure and Operating Procedures of the Study Group The current loose and flexible structure of the Study Group has served it well. After some discussion, the consensus was that there is no need at the present time to alter that structure. Anyone who expresses interest in the work of the Group is put on the mailing list. However, only those present at a Study Group meeting may vote. This was approved by common consent. 7. Other matters: A proposal to establish sub-study groups was not approved on the ground that the current size of the Study Group does not warrant smaller units. Sessions consisting of short student papers (10 minutes) for the purpose of eliciting feedback on current projects are encouraged. Panels, however, although acceptable in principle, are not encouraged. The death of Ursula Reinhardt and Tulia Magrini was announced. A moment of silence was observed in commemoration. An ICTM Colloquium organized by Mark Slobin will be held at Wesleyan University in Connecticut, USA in May 2006. Thanks to Mark for organizing it. Adelaida Reyes
